Incorporated in 1948, Old Dominion Electric Cooperative (ODEC) provides reliable, cost-effective, environmentally balanced, wholesale electric services to our 11-member distribution cooperatives in Virginia, Maryland and Delaware. Our core business is generating, purchasing and delivering electricity to our members. Environmental, Health and Safety (EHS) Specialist
Glen Allen, Virginia

Purpose of Job:
The Environmental, Health and Safety (EH&S) Specialist will work out of the Glen Allen, Virginia office and is responsible for obtaining EH&S permits/certificates/licenses and ensure the conditions of the EH&S permits/certificates/licenses and all other pertinent regulatory requirements are met through working with regulators, reviewing and interpreting regulations, providing guidance to operations staff and conducting audits. This individual will review and respond to proposed and new local, state and federal environmental, health and safety regulations and keep the Cooperative updated on the implications of the regulations. The EH&S Specialist will locate and investigate sites that can be permitted and that support electric generation and transmission facilities.

Essential responsibilities include:

• Ensuring compliance with EH&S regulations and statutes with emphasis on air, water, waste, chemical/petroleum storage, and occupational health and safety
• Reviewing and providing quality assurance of CEMs data for ODEC operated facilities
  
• Working with EHS Director to develop requests for proposal, administering contracts with consultants or general contractors, and scheduling and coordinating the work
  
• Maintaining and coordinating headquarters building emergency plans, assisting with business continuity and incident management planning, and conducting emergency drills in accordance with these plans
• Performing or coordinating wetlands delineations and other similar environmental field and technical studies
• Locating and investigating sites for the installation of electric generation and transmission facilities
• Maintaining inventory of environmental, health, and safety personal protective equipment for ODEC’s personnel

Work Experience:

• 7 years environmental, health and safety work experience
• 2 years environmental permitting experience
  

Critical Knowledge, Skills and Abilities:

• Working knowledge of State and Federal environmental regulations such as the Clean Air Act, Clean Water Act and Occupational and Safety Regulations under OSHA
• Effective communicator to include facilitating meetings and making presentations
• Effective writing skills
• Highly organized, self-motivated, and capable of performing multiple tasks while meeting critical deadlines

Preferred Knowledge and Skills:

• Working knowledge of Office 365, One Drive, Teams and SharePoint Online preferred
• Utilities industry, especially generation, transmission, and distribution desirable
  
• Professional certification in safety or loss control (i.e. CLCP, CSP)
  

Education:
Bachelor’s degree in Science, Engineering, Safety or other related technical Degree. Other degrees may be acceptable with adequate work experience.

Travel details:
Occasional planned travel via automobile and commercial airline required

Working Conditions and Physical Demands:

• Ability to use a laptop computer, have hand-eye coordination, work in an office setting
• Occasionally required to perform fieldwork, which may involve walking over rough terrain, through water and wetlands, during all types of weather conditions and capable of climbing over fences and crossing ditches
  
• Occasionally required to spend a number of hours outdoors exposed to all weather conditions
  
• Capability to walk on uneven surfaces
  
• Ability to climb stack ladders, potentially hundreds of feet high, and walk on elevated stack platforms
  
• Requires ability to hear, smell, and see, as well as the ability to see and distinguish colors and feel textures
• Some heavy lifting and/or moving up to 50 pounds required
• Ability to safely operate a motor vehicle and travel via commercial airline

Licenses: Must possess and be able to maintain a valid driver’s license
