Keeping Washington Clean and Evergreen

The Nuclear Waste Program is looking to fill a Lead Air and Waste Management Engineer (Environmental Engineer 5) position. The position will be located in our Richland Field Office (RFO) in Richland, WA.

In this role, you will lead the Nuclear Waste Program's Air Quality Project to develop the Air Operating Permit and ensure compliance with air quality requirements at the U.S. Department of Energy's Hanford Site. You will provide engineering support for permitting and oversight activities related to radioactive/dangerous waste (mixed wastes) management in Washington and will interact with numerous professionals and stakeholders working to protect the state's communities, air, water, and land. You will represent the agency as a licensed Professional Engineer on Hanford cleanup and permitting issues, gain experience with both state and federal environmental regulations, learn what it takes to ensure compliance with air quality and dangerous waste requirement, and work on one of the largest and most complex cleanup sites in the nation at the Hanford Nuclear Facility.

The Nuclear Waste Program's mission is to lead the effective and efficient cleanup of the U.S. Department of Energy's Hanford Site, ensure sound management of mixed hazardous wastes in Washington, and protect the state's air, water, and land at and adjacent to the Hanford site.

During Healthy Washington Roadmap to Recovery, employees are working a combination of in-office and/or telework based on position and business need. This position is expected to work in the office less than 1 day per week. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing.

Duties
What makes this role unique?

In this role, you will serve as a senior engineer for the Air Quality Project and Waste Management Section in the Nuclear Waste Program. The Richland Field Office is just south of the U.S. Department of Energy Hanford Site (https://www.hanford.gov). You will provide professional engineering support for the section and lead the development of the air quality permit at Hanford. You will ensure compliance with state and federal regulations for air quality requirements at the Hanford Nuclear Facility.

What you will do:

• Lead and perform engineering review of technical documents supporting air permits and compliance with air permits.
• Lead and perform air compliance inspections, prepare inspection reports, and recommend enforcement actions for Hanford air activities.
• Communicate and apply state and federal engineering requirements for permitting and cleanup.
• Provide engineering oversight of compliance and waste management work at permitted and regulated facilities, including fieldwork and inspections.
• Represent the agency as a licensed Professional Engineer on Hanford cleanup issues through public presentations, technical meetings, stakeholder meetings, negotiations, and consultations.
• Plan, organize, coordinate and direct the work scope of the Air Permitting and Compliance Project for the Nuclear Waste Program. Direct field and technical activities (up to 3 employees) for the Nuclear Waste Program.

Qualifications
Required Qualifications:

Option 1: An Engineer-In-Training Certificate or a Bachelor's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND five years of experience in environmental engineering.

Option 2: A Master's degree with a major study in one of the following engineering fields: sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND four years of experience in environmental engineering.

Option 3: A Ph.D. degree with major study in one of the following engineering fields sanitary, civil, geotechnical, water resources, environmental, chemical, mechanical or related field AND

Registration as a Professional Engineer in the state of Washington or another state based on registration requirements equivalent to those in Washington AND three years of experience in environmental engineering.

NOTE: Requirements for professional registration as an engineer in the state of Washington are eight years of professional experience (which may include up to four years of college-level engineering education) and successful completion of sixteen hours of professional licensing exams. Applicants qualifying through the licensing equivalency option must achieve professional registration as an engineer in the state of Washington within six months of appointment to this class.

Special Requirements/Conditions of Employment:

• Must possess and maintain a valid driver’s license.
• This position requires passing a U.S. Department of Energy test and acquiring a badge for access to the Hanford site.
• HAZWOPER 40 hour certification is required within the first 6 months to perform the work of this position. Must be able to meet the physical activity requirements for this certification.

• Demonstrates ability to perform environmental engineering review of plans and specifications, site plans, dangerous waste/RCRA, water and air permits and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and MTCA remedial documents.
