Manager, Corporate OE Assurance (EHS)

Job Summary:

With general autonomy, responsible for design, oversight, guidance and direction of Operational Excellence (OE) Assurance in the Manufacturing Organization. As a member of the Corporate EHSS organization, provides functional leadership with direct visibility to regulatory and OE compliance status and challenges to ensure proper leadership engagement and rapid response to compliance needs, resources and actions.

Responsibilities include:

  • Develops, schedules and implements a performance assurance plan for key OE processes for the company including the following:
    • Internal compliance monitoring programs, technical directives and significant incident learning opportunity
    • Internal technical audits of specific regulations and functions, such as, reliability centered maintenance; maintenance workflow process; Operational Discipline; training, etc.
    • Internal Management Systems audits in support of Responsible Care registration (RCMS)
    • Third party led "deep dive" compliance audits including the triennial mandatory OSHA PSM audits
    • Recruitment, training and development of audit team members, maintains adequate staff for both technical and management system audits. The Manager will be responsible for identifying representatives at each of the applicable facilities.
    • Collects, manages and analyses company-wide data and audit results to identify trends and develop plans to drive continuous improvement and risk reduction.
  • Oversees organizational change management for Manufacturing
  • Represents TPC in related industry associations.
  • This position serves as the Responsible Care Management Representative for all TPC operations and functions

Job Roles:

  • Responsible for design, development, implementation and oversight of corporate assurance programs, primarily in Manufacturing.
  • Responsible for partnering with the organization to drive the OE culture.      
  • Responsible for partnering with site Leadership to ensure support is provided to drive continuous improvement.
  • Provides central review and collaboration to ensure sharing of best practices across all facilities and offices.
  • Leads/Participates in facility audits.
  • Develops, distributes, updates and provides best in class training programs for successful audits.
  • Owns the development of a program to support a positive, growing and consistent OE culture across the company and ensure compliance.
  • Provides ownership for other corporate Level 1 procedures and for the ongoing improvement and auditing of company-wide procedures.
  • Represents TPC in related industry associations.
  • Collects, manages and analyses company-wide audit results to identify trends and develop response plans.
  • Responsible for partnering with site Leadership to ensure support is provided to drive closure on corrective actions identified from company-wide audits.

Required Qualifications

  • Undergraduate degree in Safety Management, Environmental Sciences, Engineering or a related technical field.
  • Minimum of 10+ years of experience in Manufacturing with operations, technical or maintenance leadership experience desired.
  • Auditing experience within the petrochemical industry

Preferred Qualifications

  • Ability to resolve compliance issues in a positive manner.
  • Detailed hands on field experience in resolving technical issues
  • Able to work effectively within organization to drive change and OE performance improvements.
  • Experience with conducting root cause investigations.
  • Excellent communications skills.
  • Ability to influence at all levels in the organization.
  • Provide hands on expertise in the field when needed.
  • Trained as a root cause investigation leader.
  • Ability to manage budgets and control costs within budget.
  • Knowledge of regulations and standards as they pertain to petrochemical industry such as OSHA, US DOT, NFPA, ANSI , API, State and Local Codes as well as ACC Responsible Care Codes.
  • Knowledge of and experience with environmental management systems – ISO 14001 and/or Responsible Care desirable.
