Regulatory Compliance (EHS) Supervisor

Relocation Assistance is available for this position. The incumbent will be working in Elgin, East Dundee and Tilton located in Illinois.

Regulatory Compliance Supervisor - Power Generation

POSITION SUMMARY:
The person holding this position is responsible for the administration and maintenance of policies, procedures, and documentation needed to ensure compliance with governmental agency(s) requirements which includes but not limited to environmental operating permits, health and safety standards, North American Electric Reliability Council and Regional Reliability Organizations requirements. He/she is responsible for conducting job tasks reliably and efficiently and in compliance with all applicable laws, regulations, permit conditions, policies, procedures and community commitments; and ensures plant personnel and visitors adhere to the applicable regulatory requirements. He/she manages overall compliance and maintains effective relationships with plant management and employees, regulators, corporate employees, community members, partners and lenders. The person holding this position will also provide support for the general administrative compliance needs of the facility as determined by management.

PRINCIPLE DUTIES AND RESPONSIBILITIES:

1. Develops, coordinates and implements compliance programs and plans, ensuring compliance with permit and regulatory requirements, consistent corporate policy and management systems. Ensures safe working environment for plant personnel and visitors.

2. Works with team members to develop, maintain and promote a proactive, action-oriented safety culture that is integrated with plant operations. Drives employee engagement and commitment to continuous safety and environmental improvement.

3. Prepares, updates, and interprets, as required, site regulatory procedures consistent with compliance policies, guidance and procedure templates.

4. Conducts routine self-assessments to assure continuing compliance with site regulatory requirements. Develops and manages action plans to address identified issues.

5. Prepares or assists with the preparation of all routine monitoring reports (such as Discharge Monitoring Reports,
Emission Reports, NERC Reports, etc.). Manages site environmental release notification and documentation to state and federal agencies. Participates in local and state emergency planning groups.

6. Provides primary site interface with regulators, including preparing for and coordinating inspections, responding to information requests and conducting routine compliance correspondence.

7. Manages directly (with corporate guidance) or supports preparation of permit modifications/ renewals and resolution of enforcement actions. Assesses environmental and regulatory consequences of significant changes in operations and advises management accordingly.

8. Provides regulatory training to site personnel and maintains training records.

9. Maintains project records in accordance with internal guidance and regulatory requirements.

10. Works closely with other team members to contribute technical and regulatory expertise to problem solving. Actively participates in the sharing of information and lessons learned with team members, other plant site and corporate personnel as required.

11. Tracks local, state, and federal regulatory issues, regulations and laws.

12. Works as required after normal working hours, and is on-call 24 hours per day to respond to emergency situations.

 

REQUIRED JOB-RELATED QUALIFICATIONS:

1) Education/Experience
a) Minimum of comparable experience at high responsibility levels demonstrating attention to detail, prioritization and organizational skills; Bachelor’s degree in environmental science, engineering, safety or other related field preferred.
b) Preferably three years’ experience in compliance for operating facilities, ideally in a power plant or power- related industry.

2) Job Knowledge
Strong knowledge of air, water, waste, NERC/CIP, safety regulations and requirements and the intent behind them as applied to the power generation industry. A demonstrated understanding of power plant operations, including the inter-relationship of environmental impacts and compliance with operation and maintenance functions.

3) Skills
a) Demonstrated ability to perform varied programs and tasks in an industrial environment; to identify and analyze potentially complex compliance risks promptly and communicate them clearly to management.
b) Demonstrated ability to understand and interpret governmental agency standards and communicate the requirements to plant personnel.
c) Demonstrated ability to comprehend and prepare written and oral communications; to perform mathematical calculations; to present facts, conclusions and recommendations in written and oral communications.
d) A working familiarity with NERC rules and regulations is desirable, as is experience with Electrical Relay 
Maintenance, IT Security and regulatory reporting.
e) Ability to work with Microsoft Excel spreadsheets, Word documents and other computer based programs.
f) Strong planning and organizational skills.
g) Excellent teamwork skills.

4) Physical Requirements and Working Conditions
a) Driving on company business is a requirement of this position and as such, the incumbent shall have and maintain a valid driver license.
b) Performs repetitive and non-repetitive physical duties. Requires lifts, pushing, pulling, stretching, bending, climbing, working in awkward positions, and lifting up to 50 lbs.
c) Protective equipment must be worn in the performance of some duties.
d) Overnight travel may be required.
